I've seen this code in use over at Stomped (http://www.stomped.com/). The owner
there (Redwood, aka Sean Martin) has Javascript code in the page that detects
the timezone setting of the current browser - you don't have to be registered
in any way at the site for this to work - and you see the news posted with your
local time as the timestamp.

Give Sean a holler at redwood@stomped.com, he may be willing to share the code
with you (though I think someone else wrote it, so he would have to check on
permissions).
